Akatsuki Are Kage Level
For Akatsuki they have to be able to beat a Beast Bearer which is almost always an absolute measure of power. Itachi and Kabuto are Sage Tier. Nevertheless both Deidara and Tobi were strong enough to fight against Kage level shinobi.
